Brett Lucas (47), Jonathan Van Rooy (54), Koos Joannes Muller (52) and a juristic person (JVR Construction CC) appeared in the Cape Town Magistrates’ Court on 8 February 2023.
This follows their arrest on the night of 7 February 2023, by the Hawks’ Serious Corruption Investigation members based in Cape Town.
A warrant of arrest was issued against the trio and company, which stems from allegations of Fraud and Corruption, reported to the Hawks by the Forensic division of the City of Cape Town municipality.
JVR Construction CC owned by Jonathan Van Rooy was constructed by the City of Cape Town to perform construction on maintenance of roads in and around Cape Town. The contract was valid from November 2011 until September 2017.
It is reported that Jonathan Van Rooy paid Brett Lucas and Koos Joannes Muller attached to the Water and Sanitation Division within the City of Cape Town in order for them to fast track tender process.
Forensic and financial investigation revealed that there were invoices that were backdated in order to facilitate payments to JVR CC for services rendered.
The potential loss amounts to approximately R230 million.
Three accused and the company appeared in court and were all released on bail.
Jonathan Van Rooy was released on R20 000 bail whilst Brett Lucas and Koos Joannes Muller were released on R10 000 bail each.
The matter is postponed to 17 March 2023 for Regional Court date.
