Supreme Court of Appeal (SCA) dismisses Cele’s appeal – R510 000 in damages for ANC councillors tortured in police custody by Ronelle Snyders
The Supreme Court of Appeal (SCA) has upheld a High Court ruling ordering outgoing Police Minister Bheki Cele to pay damages to former ANC councillors who were unlawfully arrested and tortured by police.
Former Umtata District Municipality Vice Mayor Thandekile Sabisa and Lawrence Mambila, a former mayoral committee member, are embroiled in a legal battle with the state.
Sabisa and Mambila were apprehended by at least 10 police officers during a mayoral committee meeting at the municipality’s office in Umtata on 18 April 2016.
