Canada is facing significant skills shortages and wants to fill them by attracting foreigners, including qualified South Africans.
Canada’s 2025 to 2027 Immigration Levels Plan, released in October 2024, provided its immigration targets for the next three years.
The plan is to allow 395,000 permanent residence admissions in 2025, including many skilled workers.
Canada’s Minister of Immigration, Refugees and Citizenship, Marc Miller, said skilled, educated newcomers can continue to support the workforce and economy.
Miller said Canada’s permanent and temporary admissions will focus on economic immigration.
“Approximately 62% of permanent resident admissions will be dedicated to the economic class, in key sectors such as health and trades, by 2027,” he said.
Four major areas in Canada’s permanent resident admissions are suitable for skilled workers to move to the country.

Federal Economic Priorities – It includes admissions for eligible candidates with specific skills, including healthcare occupations, trade occupations, and French-language proficiency.

Federal Business – It includes admissions from the start-up Visa program and the self-employed persons program.

Federal Economic Pilots – It includes admissions from the home childcare provider and the home support worker pilots, agricultural sector, and the economic mobility pathways pilot.

Quebec Skilled Workers and Business – Quebec has responsibility for the selection of economic immigrants destined to the province.
Through these initiatives, Canada is looking to address its skills shortages in numerous industries by attracting foreign workers.
It also wants to fill positions in sectors experiencing rapid growth and driving the country’s economic growth.
Canadian immigration programs prioritise certain occupations to address specific economic needs.
Here are some of the most in-demand jobs for foreigners in Canada for which it is easier to get work and residence Visas.

Healthcare professionals, including registered nurses, physicians, and allied health professionals like therapists and technicians.

Technology professionals, including software engineers and developers, data scientists and analysts, and cybersecurity specialists.

Tradespeople, including plumbers, electricians, and welders.

In most cases, foreigners looking to move to Canada will need a valid job offer from a Canadian employer.
In most cases, the employer must obtain a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC).
The LMIA assesses whether there are enough qualified Canadian workers available to fill the position.
Foreign workers must meet specific eligibility criteria, which include education and experience, sufficient English language skills, good health, and a background check.
