George building: Contractor not registered with construction body

Public Works and Infrastructure Minister Sihle Zikalala has confirmed that Liatel Developments the main contractor responsible for the building that collapsed in George is not registered with the Construction Industry Development Board (CIDB).

The CIDB is the construction body whose mandate is to establish a national register of contractors and construction projects to systematically regulate, monitor and promote the performance of the industry.

LATEST ON THE GEORGE BUILDING COLLAPSE

On Monday, 6 May, a five-storey building that was under construction on 75 Victoria Street collapsed at 14:30. Around 81 workers were reportedly on site at the time of the incident.

As previously reported by The South African, the Neo Trend Group has been identified as the property owner, while Liatel Developments is the principal contractor, working alongside six subcontractors.

Building plans were submitted to the George Municipality in December 2022 and approved seven months later. The completion of the 42 apartments was scheduled for July, with plans for handover to their new owners. However, those associated with the now-destroyed block of flats are hesitant to cooperate with investigations into the collapse.

During a visit to the scene where a five-storey building collapsed and has claimed the lives of at least 30 people Zikalala confirmed that Liatel Developments is not registered with the CIDB.

Furthermore, Zikalala revealed that the Engineering Council of South Africa received two complaints against one of the persons involved in the collapsed building.

OFFICIALS APPEAL FOR PSYCHOLOGISTS FLUENT IN OTHER AFRICAN LANGUAGES

Initially, officials declined to comment on allegations that most of the construction workers were unqualified illegal immigrants who were allegedly paid R80 a day.

A few days after the incident the George Municipality called for psychologists fluent in Chewa, Portuguese and Shona – languages spoken in neighbouring Malawi, Mozambique and Zimbabwe – to assist with counselling.

In addition, the municipality said they are experiencing difficulties in obtaining accurate names of individuals missing or deceased due to the building collapse.

“We urgently request families who have lost contact with their loved ones to come to the George Civic Centre on York Street. This will enable the Department of Social Development to collect detailed and precise information, ensuring that all records are accurately documented.”

As of Tuesday, 14 May, these are the stats:

Total estimated individuals on-site when the incident occurred: 81
    Rescued and recovered: 61
Of which deceased: 32 (26 males, six females)
    Currently hospitalised: 12
    Unaccounted for: 20
