Police chairperson raises concerns over SAPS delays in the Murray murders investigation

    18 March 2025

The Chairperson of the Portfolio Committee on Police, Mr Ian Cameron, has raised serious concerns over the prolonged delays in the South African Police Service (SAPS) investigation into the brutal murders of Cloete and Thomas Murray. This follows mounting evidence suggesting that SAPS has yet to act on critical leads, including the identification of a third suspect captured on CCTV footage.

The portfolio committee has officially requested a progress report from the Minister of Police, Mr Senzo Mchunu, demanding answers regarding the ongoing investigative failures in the case (Midrand CAS 443/03/2023). Despite repeated correspondence from the Chairperson, including letters dated 14 October 2024 and 1 December 2024, SAPS has failed to provide adequate updates or demonstrate meaningful progress in resolving the case.

“It is unacceptable that, despite clear evidence of another suspect linked to these murders, SAPS has yet to take action. The footage exposing this third individual raises serious questions about the effectiveness of the investigation and whether there is a deliberate effort to stall justice,” said Cameron.

According to an investigation by a media house, CCTV footage confirms the presence of a third suspect at the crime scene. However, law enforcement authorities have made no visible effort to apprehend or even question this individual. This alarming revelation further erodes public confidence in the justice system, particularly in cases linked to corruption and high-profile financial crimes.

“The Murray murders are not just another criminal case. They are deeply connected to South Africa’s ongoing fight against corruption, given Cloete Murray’s investigative work into state capture-linked financial crimes. The continued inaction by SAPS raises concerns that powerful individuals may be interfering with justice,” Mr Cameron added.

The committee has urged that, if SAPS remains unable or unwilling to act decisively, the investigation should be transferred to the Investigating Directorate Against Corruption (IDAC). The Murrays’ case is reportedly linked to individuals and entities named in the State Capture Report, necessitating an independent, corruption-focused approach to ensure all suspects are held accountable.

Mr Cameron emphasised that the failure to act decisively will not only delay justice for the Murray family but also signal to South Africans that high-profile crimes with corruption links continue to be mishandled.

The Portfolio Committee on Police expects a full, detailed response from Minister Mchunu and National Commissioner General Fannie Masemola by 15 April 2025. Cameron has reiterated that the families of Cloete and Thomas Murray deserve justice, and the South African public must see accountability for those responsible.

“This is a test case for SAPS’s ability to investigate complex financial crime-related murders. If they fail here, it will reinforce the belief that the state is unable – or unwilling – to take on corruption-linked violence. We will not allow this case to be buried,” Mr Cameron concluded.
